RURAL HOUSING PRESERVATION GRANT STATEMENT OF ACTIVITIES PUBLICATION

The Morgan County Commissioners intend to apply to the United States Department of Agriculture, Rural Housing Services (RHS) for grant funds to aid in the preservation of homes occupied by the low or very-low homeowners in Morgan County.

RHS Housing Preservation funds will be for needed and critical repairs. The application will seek up to $50,000 to address these property needs and maintain the housing stock in rural Morgan County.

The USDA Rural Housing Services requires the Morgan County Commissioners to provide the public with an opportunity for comments on the proposed project to assure that the proposed Housing Preservation Grant program is beneficial

and does not duplicate current activities and to make available for public review the Statement of Activities, which outlines the planned proposed program to be submitted to the RHS for consideration for funding. The Morgan County Commissioners Housing Preservation Statement of Activities is available and may be reviewed at the Morgan County Development Office, 155 E. Main St. McConnelsville, Ohio 43756 during the normal business hours of 8:00am-4:00pm.

A fifteen (15) day comment period is required to allow for public review of the proposed program. Comments may be submitted prior to July 7, 2022 to the Morgan County Development Office at 155 E. Main St. Room 135 McConnelsville, Ohio 43756 during normal business hours of 8:00am-4:00pm.

PUBLIC NOTICE Sealed proposals will be received at the Office of the Morgan County Commissioners, Riecker Building, 155 East Main Street, McConnelsville, Ohio, until 11:15 a.m. local time on Monday, July 11, 2022, for furnishing all labor, materials and equipment necessary to complete the project known as Round 36 Issue 1 Ohio Public Works HMA Paving Project, and at the said time and place, publicly opened and read aloud.

Contract documents, bid sheets, plans and specification can be obtained at the Morgan County Engineer’s Office, Room 208, on or after Wednesday, June 22, 2022.

Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.

Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of it experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than 10/30/2022.

All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirement of the Ohio Administrative Code, Chapter 123, the Governor’s Executive Order of 1972, and Governor’s

Executive Order 84-9 shall be required.

Bidders must comply with the prevailing wage rates on Public Improvements in Morgan County, Ohio, as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, 614-644-2239. The Morgan County Commissioners reserve the right to waive irregularities and to reject any or all bids.

On Mar. 10, 2022, the Ohio Board of Nursing (OBN) issued an Order indefinitely suspending Mr. Whitehead’s nursing license and imposing conditions for reinstatement to be followed by probationary terms and restrictions, based on him testing positive for Amphetamine, Methamphetamine, and Marijuana

Metabolites, which violates ORC 4723.28(B)(8).

On Mar. 31, 2022, OBN mailed the Order by certified mail to Mr. Whitehead’s address of record listed above. Said delivery failed. Mr. Whitehead is notified that his Ohio nursing license, PN-156910, is suspended.

Mr. Whitehead may be entitled to an appeal. A Notice of Appeal setting forth the Order appealed from and the grounds for appeal must be filed with OBN and the Franklin Cty. Ct. of Com. Pleas within 15 days after the last date of publication of this notice and in accordance with the requirements of ORC 119.12.
